OMSA CHARTER OF DEMANDS

1. Resolution for Implementation of Dynamic Assured Career Progression (DACP) for OMSA Doctors as per CGHS pattern with revised pay level.

The Odisha Medical Services Association (OMSA) strongly demands for implementation of the Dynamic Assured Career Progression (DACP) Scheme for doctors, as per the CGHS Pattern. The proposed DACP progression structure includes timely promotions at the following intervals: after 4 years, 9 years, 13 years and 20 years of service. Each stage will be associated with the corresponding pay levels as follows: Pay Level 13 after 4 years, Pay Level 14 after 9 years, Pay Level 16 after 13 years, Pay Level 17 after 20 years.

After 25 years of service Pay Level 17 with 3 additional increments is advocated as retirement age is 65 for Doctors. Above career progression will ensure recognition of long-term dedication and commitment, while also ensuring equitable remuneration for healthcare professionals.

2. Demand for Inclusion of Ad-hoc Service Period in DACP for Odisha Medical Service Cadre doctors.

OMSA is Advocating for the inclusion of ad-hoc service periods in the Dynamic Assured Career Progression (DACP) for Odisha Medical Service cadre doctors for a step towards their fair recognition and career advancement.

3. Immediate Implementation of Existing Dynamic Assured Career Progression for Dental Surgeons.

The existing Dynamic Assured Career Progression (DACP) must be granted to dental surgeons without any further delay. These dedicated professionals deserve a clear and structured career advancement path that recognizes their contributions and ensures fair growth opportunities in the healthcare system. Delaying DACP undermines their hard work and commitment, and it’s time to implement this essential change promptly.

4. Demand for Restructuring of Odisha Medical Health Services Cadres and OMS dental Surgeons.

Odisha Medical Services Association has a strong stand on this and it is resolved to take this matter to the government for immediate steps towards the restructuring of our cadres, ensuring that it is at par with the Odisha Medical Education Service (OMES), Odisha Administrative Service (OAS), Odisha Engineering Service (OES), Odisha Finance Service (OFS), and other similar services of Odisha.

While the government has created new posts, the crucial issue remains that the cadre structure has not been redefined, leaving a gap in career progression and promotion. The earlier structure of the cadre had a well-defined number of posts, but the current creation of new posts without corresponding restructuring is an incomplete demotivating one.

5. Demand for Transparent Transfer Policy for OMSA Doctors.

Many medical officers posted in KBK, KBK+, TSP areas are not transferred back even after completion of their 5 yrs posting. It is unanimously resolved to urge the government to implement a fair and transparent clear human time-bound exit system (transfer policy) for all OMSA doctor.

  • There should not be any arbitrary posting while transferring Mos.
  • There should be any political interference while posting Mos.

6. Regular DPC ----Merit Must Move Forward.

OMSA demands to hold DPCs regularly and transparently as per gradation list and to give posting immediately. OMSA considers delay-in DPC as denial.

7. Demand for Compulsory Health Insurance for Doctors----Care For The Care Givers.

Government Should implement compulsory health insurance for all healthcare professionals. Doctors are consistently risking their own lives, as well as the lives of their families, due to the professional exposure to countless diseases. The significant threats posed by this profession require them to be protected with adequate health coverage. It is high time the government ensures the safety and well-being of those who dedicate their lives to saving others.

8. Safety & Security for Doctors----Zero Tolerance for violence against Doctors.

  • OMSA demands strict enforcement of Odisha Medicare Act.
  • OMSA demands deployment of Armed guards in all DHHs, SDHs & CHCs.
  • OMSA demands Revise and strengthen existing medical act.
  • Special Protection of Doctors against unnecessary atrocities act and other work vulnerable laws.

9. Dignity for Special Work---Very Much Justifiable.

  • Revision of Specialist Incentives, Diploma Incentives, Post-mortem Allowances to an enhanced level as it is Over-due.
  • Place-Based Incentives should be at par with Medical College.
  • Introduction of Administrative allowances

10. Demand for Regularization of Service for Ad-Hoc Doctors.

OMSA will be strongly communicating with the Government to consider the regularization of the services of ad-hoc doctors working under government institutions through a special validation act. These dedicated professionals, despite their hard work and commitment, are not eligible to sit for the OPSC examination due to age limitations. Their invaluable contributions to public health and the healthcare system should not go unrecognized. It is high time that the government provides a clear path for these doctors to secure permanent positions and contribute even more effectively to the welfare of the people.

11. OMSA Urges Chief Secretary of Odisha to Finalize RACP and Pension Case for Dr. Madhusudhan Mishra, Ex-President OMSA.

The Odisha Medical Services Association (OMSA) has called upon the Chief Secretary of Odisha to expedite the finalization of the Retirement and Contributory Pension (RACP) and pension-related issues concerning the former OMSA President, Dr. Madhusudhan Mishra. This request highlights the pressing need for the resolution of Dr. Mishra’s long-pending entitlements, ensuring justice and recognition for his dedicated service to the medical community in Odisha.

12. Basic Amenities-----Dignity Beyond Duty.

  • OMSA demands to provide proper Residential Quarters for all PHCs, CHCs Doctors as accommodation not available in rural & remote areas.
  • OMSA demands to provide vehicles for BPHOs and Medical Superintendents as responsibility must be matched with means.

13. Empower CDM & PHOs----PAR Reform.

  • OMSA demands fair evaluation not subordination. PARs of CDMOs must be reviewed at DHS
  • Protect Professional autonomy and integrity.

14. Empower CDM & PHOs---Decentralize for impact.

OMSA demands to increase financial power of CDM & PHOs from 10L to 50L

15. OMSA Consultation--- Nothing about us, Without us.

  • OMSA demands representation of State President & State General Secretary in all policy matters affecting OMSA Doctors.
  • No policy decision without representation.

16. Clean Administration---Transparency At Every Desk.

OMSA demands near appropriate authorities to ensure rotation and vigilance in NHM & Clerical postings & transfer.

17. Contractual Appointments---Fairness For All.

  • OMSA demands transparent recruitments and timely salary for contractual Mos & Dental surgeons.
  • Equal Service deserves equal respect.

18. Two APEX Hospitals for OMSA Doctors at Bhubaneswar

  • Capital Hospital is the pride for OMSA Cadre doctors always. Association demands two Capital Hospitals at Bhubaneswar considering the vast population of Bhubaneswar and their need for Health Services.
  • One Capital Hospital is existing. For another Capital Hospital areas should be demarcated as soon as possible.
